City approves operator of expanded Roseville Road campus to support people experiencing homelessness
The City of Sacramento has approved a contract with The Gathering Inn to operate the expanded northern portion of the Roseville Road shelter-and-service campus, a site designed to support people experiencing unsheltered homelessness.
The Gathering Inn will operate “RRC North,” which will include 100 cabins and provide 24/7 services for individuals experiencing unsheltered homelessness near the Sacramento Northern Parkway. Pets will be allowed in up to half of the units.
First Step Communities will continue operating the southern portion of the campus.
“Expanding the Roseville Road campus strengthens the City’s ability to connect people with safe shelter, services and a pathway to housing,” said Brian Pedro, director of the Department of Community Response (DCR).
Under the agreement, The Gathering Inn, which also operates the City’s North 5th Street Emergency Shelter, will provide case management and meals, link to behavioral health and social services, and support housing navigation. The operator also will be responsible for maintaining a collaborative and safe environment across the portion of the campus it manages.
The new tiny homes will be equipped with electricity, including individual heating and air conditioning systems. They are expected to be ready in the coming weeks.
The Roseville Road campus expansion project is funded by a $12.35 million Encampment Resolution Funds grant the City received in October 2024 from the California Department of Housing and Community Development. The funding supports the construction of additional tiny homes, infrastructure improvements, expanded outreach and two years of program operations at the campus.
The contract, awarded through a Request for Proposals process totaling $2.7 million, will support operations through Dec. 31, 2026.
Initially opened in 2024 at a former U.S. Air National Guard facility, the Roseville Road campus currently shelters approximately 100 people in tiny homes and has served 399 individuals.
With its navigation centers, motel program, and other offerings, the City operates approximately 1,375 shelter spaces each night to support people experiencing homelessness.
