Sacramento River District Safe Camping Site

Meeting the Challenge of Unsheltered Homelessness

As cities across California work to expand their shelter capacity, Sacramento continues to demonstrate that interim solutions can be both rapid and dignified. The newly opened Safe Camping site in the River District serves approximately 100 people, providing a secure and structured steppingstone toward permanent housing.

Engineering a Pathway to Stability

RPM Team provided all comprehensive design services for the project. Our team delivered the critical site design and technical framework necessary to transform the location into a safe, code-compliant campus capable of supporting this essential infrastructure and enabling rapid deployment.

Designing for Dignity and Durability

Learning from previous safe camping operations, this site was built with longevity and resident well-being at the forefront. The design features raised platforms and robust covered structures to protect residents from extreme sun and rain.

Beyond providing a safe place to sleep, the site functions as a comprehensive service hub to help residents transition off the streets. It includes:

  • Showers and restroom facilities

  • Dog kennels, supported by the Front Street Animal Shelter

  • Phone charging stations and community gathering spaces

  • On-site access to case managers, outreach staff, and behavioral health clinicians

A Proven Impact The River District Safe Camping site joins a growing network of Sacramento facilities—including the Roseville Road Service Campus and the Meadowview Navigation Center. These strategic municipal investments are yielding real, measurable results, contributing to a 19% reduction in the city's unsheltered population since 2024.
